After an outline of the properties of complete families, their application to an inverse obstacle problem in scalar electromagnetics is described. The approximate forward propagator is defined, which relates least-squares boundary coefficients to far zone scattering coefficients. A conjecture on the forward propagator is stated. Support to the conjecture comes from computational results, including the inversion of phaseless data.
