Municipalities are heavily involved in the NRP. The NRP envisages direct involvement of municipalities in the implementation of projects worth at least €30 billion by 2026, which could rise to €50 billion. However, while the quantitative issue is important, the qualitative issue of where and how these funds will be used is even more important. We explore some opportunities and challenges for municipalities under the recovery plan.
