The pandemic has stressed relations between the State and the Regions. The state has forced its duties to govern the pandemic uniformly. The Regions have claimed their centrality by invoking the need to better protect territorial interests. From this comparison a confused and contradictory set of prescriptions, disciplines, interventions, actions arose. This article aims to suggest a return to the «technical coordination» model for a more rational and efficient management of the pandemic.

Abstract

The pandemic has stressed relations between the State and the Regions. The state has forced its duties to govern the pandemic uniformly.
