Looking at the sea from political and economic points of view, we are used to considering maritime spaces as international free zones, commonly open to the possibilities and the ingenuity of sailors and maritime entrepreneurs. In reality, especially during the age of industrialization, we were able to observe the operation of mechanisms usually related to continental dynamics, such as conflicting national preferences and the appropriative logic that is usually associated with land imperialism in the Adriatic Sea area. We could find hints of a sort of commercial maritime imperialism, which aimed tocontrol trade routes and maritime areas, which went even beyond the well-known and studied naval imperialism that is directly related with military politics. That was, in fact, a process of »continentalization« of the sea – a way of organizing a maritime projection of a kind of logic usually utilized to set territorial disputes. Thereby specific tools were used which were often designed and enforced in a manner that did not explicitly deny the international nature of offshore waters, along with the official policy of trade liberalization. Such a process of »continentalization« was carried out in a semi-concealed manner; preferential conditions were created that privileged national operators or pushed foreign ones to the margin of the market. There was a situation of de facto competition, whereby a formal legal parity of treatment was maintained, according to the letter of the international treaties.
