The process of digital transformation has become a strategic imperative for public administration (PA). The adoption of digital technologies within the PA requires the redefinition of numerous organisational variables, the revision of processes and procedures, and the dissemination of a coherent and shared digital culture. The effectiveness of digital transformation strategies largely depends on the people working within organisations: attitudes, motivations, skills, and leadership capabilities have a substantial impact on the success of the PA’s digital transformation processes. Recent literature, which has predominantly focused on technological aspects, has paid comparatively less attention to a comprehensive view of the enabling factors underpinning digital transformation in the public sector. This study aims to contribute to filling this gap by employing Q-methodology to identify the enabling factors of digital transformation from the perspective of Italian public sector employees. The findings reveal that strategic and organisational factors are considered a priority for the success of the digital transition in the Italian context.

Abstract
