The international regime of fisheries is increasingly linked to the principle of sustainable development. This is also due to the aim of bringing some remedy lo the main problem of high seas fisheries, that is the fact that the measures of conservation of resources agreed upon by the States parties to a treaty are not applicable to third States. The recent instruments, both binding and non-binding, are based on the concept of responsible fisheries and on flag State responsibility. States must ensure that fishing vessels flying their flag do not engage in any activity that undermines measures of conservation established under regional fisheries management organisations. Special measures have been provided against illegal, unreported and unregulated fishing (so-called IUU fishing).
