This paper aims at understanding intergovernmental financial arrangements during fiscal crises. This is accomplished by presenting the findings of the Italian case in the context of EU financial governance. The study is focused on budgetary coordination across government layers and its impact on financial management at the local level. Implications for multi-level governance and accountability are briefly discussed.
