I confini della guerra. La costruzione sociale e istituzionale del fatto bellico

The article analyzes, at different levels, the relationship between war and borders. The question of the borders may provide an interesting point of view. At stake in “new wars” is not the path of inter- state frontiers but different borders developments. To analyze these dynamics the article empha- sizes the useful relationship between two different bibliographies, on one hand the strategic litera- ture about “new wars”, on the other hand the territorial and regional studies analyzing the new form of political, economic and juridical spatiality. The aim is to catch the types of non homogene- ous territorialities striated by flux spaciality, scaling and rescaling processes and different regimes of temporality and mobility, at stake in the “new wars”.

Il contributo si propone di analizzare a più livelli la relazione fra la guerra e i confini. Il riferimento alla tematica delle frontiere può rappresentare un punto di osservazione particolarmente utile. È infatti rispetto a schemi confinari eccedenti i tracciati interstatali che sembrano definirsi le poste in gioco delle guerre contemporanee. Per evidenziare tali tratti, nell’articolo si cerca di fare dialogare due diver- se bibliografie, una relativa alla letteratura strategica sulle “nuove guerre”, l’altra riguardante le spazia- lità politiche, economiche e giuridiche, nonché gli assemblaggi che su esse insistono, che caratterizza- no il presente. L’interrogativo riguarda quindi il tipo di territorialità, non omogenea, ma striata dalla spazialità dei flussi, da processi di scaling e rescaling, dalla strutturazione di temporalità e di mobilità differenziate, rispetto al quale si definisce il carattere costituente delle guerre del presente.
