All cities need to become (more) creative. Nowadays the efforts to revamp urban economies have all been directed toward feeding the new creative industries which could be considered the new wheel for urban growth. The European Union is working for making culture as well as economic, social and environmental issues as one of the Lisbon agenda pillars, in order to improve the competitiveness of the 2010 Europe Furthermore, EU has recently proposed a Cultural programme (2007-2013). In Italy, and particular in Milan, although the creative-knowledge industry is gaining importance, it has not been supported by any national or local policies and strategies. The lack of an institutional role has created a situation in which Milan has damaged its economic and cultural growth. The combination creative-knowledge industry and policy framework , when it exists, is very recent. Taking as a case study the Milanese metropolitan area, different are the actors who play at the macro (EU and national level), meso (metropolitan are regional area) and micro levels (neighborhood level) to fostering creative industry. The contribution will explore the resilience of the meso and micro level (local communities, local institutions and sector organizations) to make Milan competitive and positioning the city again into the international map .
