Drawing from the Italian case this study seeks to shed light on contradictions in budgetary control of the public debt in a multi-level governance setting. The study analyses how fiscal governance has been framed over the past ten years and describes some critical contradictions from the perspective of management of local governments. Broader implications for re-design of intergovernmental fiscal arrangements are also discussed.

Abstract
