Many private interests are opposed to public interest to prevent the dispersion of the national artistic heritage and to protect and value the cultural goods. The aim (today non yet realized, in the absence of a specific regulation of this area) is to ensure that the trades (often characterized by asset bubbles powered by art critics, gallerists and businessmen) are conducted in an open, transparent and competitive manner and within a framework of precise rules.
