The field of the local non scheduled public transportation suffers – since decades – strong instances of transformation, following of the social change and, above all, of the technological progress.A change that is concerning not only the Italian legal sys- tem, but those of all developed countries, where, at the most common “closed regula- tory system”, seems to impose itself a strong instance of opening and liberalization in the providing of the service.This comparative study aims to describe this process, also through the analysis of the emblematic “Uber case”.
