It’s difficult to say when the ordinance’s power was born, but it is certain that, since the origins, this power has been closely linked to emergencies, in particular, environmental ones: from earthquakes, landslides and rainstorms, or – more recently – to counteract emergencies resulting from pollution phenomena. For that reason, this study will analyze the cases of ordi- nances adopted, in some cases also at variance with the law, in order to deal environmental emergencies.
