The phenomenon of the growing limitation of Parliament’s prerogatives in behalf of the Government in matters of budget law and financial decisions is now dating back, but in the passage of the economic crisis linked to the pandemic it has taken on sharper characters: the violation of parliamentary control powers affects the form of government and the form of state, causing alterations with respect to the separation of power, but also distortions in the ways of identifying the rights to be guaranteed.
