This study aims at identifying structural endowments of significant resources, hence potential comparative advantages, in the backward (Objective 1) regions of the European Community and to present a taxonomy of those regions based on structural characteristics. This taxonomy should help in the identification of comparative advantages and success factors that may explain the recent relative performance and future development prospects of each region. The paper is structured as follows: after a presentation of the conceptual framework and of the data collected and the methodology employed, the results of the regional taxonomy are exposed and the structural characteristics of Objective 1 Regions of the E.C. are related to regional performance, before the broad policy conclusions are presented.
