The dynamics of rotating barotropic fluids under the quasigeostropic approximation were analyzed in detail. Focus was on the dependence of the velocity and velocity gradient distributions on the Reynolds number. An attempt was also made to elucidate the dynamical origin of the non-Gaussian behavior. It was demonstrated that the high vorticity concentrations inside coherent structures dominate the velocity field and the properties of particle advection also in the background turbulence between the vortices, and generate non-Gaussian velocity distributions when the Reynolds number is large enough.
