In spite of high coverage and high minimum wages set by collective agreements, due to legal but unfair bargaining practices an increasing share of workers in Italy is paid below the minima. Italy is about to introduce the minimum wage to fight violations and in-work poverty. However, the low intensity and the low qualification of the Italian recent employment recovery suggests that regulative interventions are not sufficient to tackle the Italian labour market structural weaknesses.
