A methodology that supports the changes and the development of a Public Administration towards a 'real' digitalized administration, necessarily requires a deep analysis of its current business processes together with their formal description and automated redefinition. These phases have to be taken into account jointly with all those relations set within a public administration and all relations between the public administration and those factors and constraints that concur to its full functionality. This is because the changes, the modernization, the reformulation of a public administration directly involve the productive methods of the administration itself and modalities it uses to relate with the referred society and other administrations. In this work we analyze and propose a model of abstract and functional levels for the complete actuation of e-Government projects and it aims to obtain a fruitful administrative cooperation. Based on the proposed model, we also suggest a general methodology that supports the development of e-Government projects and takes into account the actual evolutions from the technological level to the organizational one and vice versa. On the basis of our model, necessary short life cycle solutions must evolve towards a 'final solution' that allows a reliable and flexible accomplishment of e-Government.
