The article presents the research carried out in 2000 to analyse the characteristics of sexual violence against children. The research was realized to supplement, with data from the Italian Health and Social Services, the report to Parliament about the application of the laws against sexual violence and exploitation of children in Italy. It considers 702 children referred, or in charge, to the services because of sexual abuse in 1999; it consists of two parts, one about the characteristics of the phenomenon and the second about the Services’ intervention. From the data it emerges that the victims are mostly girls of school age and the abuse is severe, intrusive and repeated. The sexual abusers are mainly fathers or other family members. Referrals to Services come from parents and family, followed by the Police and the Courts. The Juvenile and Family Court and, less frequently, the Criminal Court are involved in almost all cases. The intervention of the Services is first addressed to victims, through protection and psychological support, while few interventions are directed at abusers.
L’articolo presenta una sintesi dell’indagine esplorativa volta ad approfondire la conoscenza di alcune caratteristiche del fenomeno della violenza sessuale verso i bambini. L’indagine è stata realizzata nell’ambito della relazione con cui il Governo informa il Parlamento sull’applicazione delle leggi contro la violenza sessuale e lo sfruttamento sessuale dei bambini in Italia1. Prende in considerazione 702 minori segnalati o in carico ai Servizi socio sanitari per abusi sessuali nel 1999; si compone di due parti, una relativa alle caratteristiche del fenomeno e una relativa agli interventi dei Servizi. Dai dati emerge un quadro in cui le vittime sono in prevalenza femmine in età scolare e gli abusi si caratterizzano per la gravità degli atti che nella maggioranza sono invasivi e ripetuti. Gli autori di abuso sessuale sono principalmente il padre e altri membri della cerchia famigliare. Sono i famigliari in primo luogo a chiedere l’intervento dei Servizi, le forze dell’ordine e la magistratura in seconda battuta. Per la quasi totalità dei casi interviene il Tribunale per i minorenni mentre il Tribunale penale è coinvolto in misura più ridotta; gli interventi sono diretti prima di tutto al minore vittima attraverso una protezione e il sostegno psicologico e sociale, pochi sono gli interventi in favore degli abusanti
