The atlas shows the results of the survey that is conducted annually by the Observatory of the Lombardy Regional Social Exclusion (ORES), with reference to private institutions that support the welfare state located in the region, with the aim to identify and evaluate the intensity of the material poverty that is expressed by the condition of primary deprivation..In particular, this report refers to data collected in 2010. Among the most important features of the report, there is the refinement of the data base through the expansion of the information collected about the types of services offered by the institutions and other qualitative assessments including the estimated time spent in poverty. The survey of 2010 count for1639 institutions for a total of 331,866 persons assisted. A first comparison with analogous information by the previous survey (conducted in2009) suggests two observations: the modest increase in the number of institutions detected ( +3.3%) seems to confirm the achievement of the high degree of completeness required for a census and, on the other hand, the significant increase of the number of persons assisted (+23%) indicate a marked growth of the incidence of material poverty in Lombardy. As for to the causes of deprivation the employment instability proves itself as the main one. The loss of employment or at least working only occasionally and/or precariously arise as a determining factor in the lack of the source of income even if simply of subsistence.
