Through the application of Sen's capability approach, the article aims to understand which factors promote (or impede) the development of capabilities in young Neet in two policies for school-to-work transitions, in Naples and Warsaw. We analyse capacitating and incapacitating processes focusing on three main mechanisms: the provision of resources, the development of capability for voice and the promotion of the capacity to aspire. The comparison between the two case studies highlights that the organisational model and the coordination between actors and policies are crucial factors in promoting capabilities. Besides, the two case studies confirm the processual dimension of capabilities, i.e. that they enhance if there are chances to use and practice them.
