Our society and today's world are increasingly subject to public issues that do not have a clear, simple, and univocal solution. These “wicked problems” cannot be addressed by a single organization, but require cross-sectoral and interorganizational efforts. Public administrations are expected to activate and manage interorganizational network. Although the importance of networks is widely recognized, theoretical and methodological challenges remain, especially related to intervention and evaluation of networks. The project aims to expand knowledge on how to improve and evaluate the functioning of interorganizational networks and to support co-design processes within public administrations. On one hand, it responds to a theoretical objective, namely to identify the organisational and relational factors that favour or hinder the functioning of an interorganizational network. On the other hand, it also pursues a pragmatic objective, which is to translate the knowledge thus acquired into guidelines for health and social networks in which the public administration has a governance role. The project specifically falls within the scope of health promotion, and more precisely, the case study is a network for gambling prevention, which is mandated at the regulatory level. The research project consisted of an overall action research, structured in multiple phases and involving different levels of the network under study. A process evaluation of the network functioning to identify facilitating and hindering factors at different levels of the network was conducted through a mixed-method approach. At the operative level of the network, questionnaires were administered and qualitative workshops were conducted to evaluate network processes. A model of evaluating indicators was informed by the results of this phase and information gathered during a preliminary literature analysis. At the governance level, interviews were conducted, investigating their role and perception of the network. Thereafter, an effectiveness evaluation was conducted to detect changes over time in the functioning of the network and the indicators considered in the previous phase. This phase addressed the operative level of the network and entailed the distribution of questionnaires two years after the project began to compare the results and monitor changes. Lastly, this project concluded with an impact evaluation addressing the social programming level of the network. This phase consisted of a document analysis comparing local programming tools published before the start of this project with those published in the final stage. The study aimed to verify whether and how the integration of the network's objectives and activities into local social planning had changed. This research project has led to the enrichment of a theoretical model of process indicators for network evaluation. In addition, methodological insights on the use of action research to intervene in and evaluate networks were discussed, providing practical implications for researchers.
La nostra società e il mondo odierno sono sempre più soggetti a questioni pubbliche che non hanno una soluzione chiara, semplice e univoca. Questi “wicked problems” non possono essere affrontati da una singola organizzazione, ma richiedono sforzi intersettoriali e interorganizzativi. Le amministrazioni pubbliche sono tenute ad attivare e gestire reti interorganizzative. Sebbene l'importanza delle reti sia ampiamente riconosciuta, permangono sfide teoriche e metodologiche, in particolare relative all'intervento e alla valutazione delle reti. Il progetto mira ad ampliare le conoscenze su come migliorare e valutare il funzionamento delle reti interorganizzative e a sostenere processi di co-progettazione all'interno delle amministrazioni pubbliche. Da un lato, risponde a un obiettivo teorico, ovvero identificare i fattori organizzativi e relazionali che favoriscono o ostacolano il funzionamento di una rete interorganizzativa. D'altro canto, persegue anche un obiettivo pragmatico, ovvero tradurre le conoscenze così acquisite in linee guida per le reti sanitarie e sociali in cui la pubblica amministrazione ha un ruolo di governance. Il progetto rientra specificamente nell'ambito della promozione della salute e, più precisamente, il caso studio è una rete per la prevenzione del gioco d'azzardo, che è prevista a livello normativo. Il progetto di ricerca è consistito in una complessiva ricerca-intervento, strutturata in più fasi e che ha coinvolto diversi livelli della rete oggetto di studio. È stata condotta una valutazione del funzionamento della rete per identificare i fattori facilitanti e ostacolanti a diversi livelli della rete attraverso un approccio mixed-method. A livello operativo della rete, sono stati somministrati questionari e sono stati condotti workshop qualitativi per valutare i processi della rete. Un modello di valutazione degli indicatori è stato elaborato sulla base dei risultati di questa fase e delle informazioni raccolte durante un'analisi preliminare della letteratura. A livello di governance, sono state condotte interviste per indagare il ruolo e la percezione della rete. Successivamente, è stata condotta una valutazione dell'efficacia per rilevare i cambiamenti nel tempo nel funzionamento della rete e negli indicatori considerati nella fase precedente. Questa fase ha riguardato il livello operativo della rete e ha comportato la distribuzione di questionari due anni dopo l'inizio del progetto per confrontare i risultati e monitorare i cambiamenti. Infine, il progetto si è concluso con una valutazione dell'impatto che ha riguardato il livello di programmazione sociale della rete. Questa fase ha consistito in un'analisi documentale che ha messo a confronto gli strumenti di programmazione locale pubblicati prima dell'avvio del progetto con quelli pubblicati nella fase finale. Lo studio mirava a verificare se e in che modo fosse cambiata l'integrazione degli obiettivi e delle attività della rete nella pianificazione sociale locale. Questo progetto di ricerca ha portato all'arricchimento di un modello teorico di indicatori di processo per la valutazione delle reti. Inoltre, sono state discusse alcune considerazioni metodologiche sull'uso della ricerca-intervento per intervenire e valutare le reti, fornendo implicazioni pratiche per i ricercatori.
