Universities today are central actors within regional systems of innovation and development, capable of generating both direct and indirect economic effects that go far beyond their educational and scientific missions. In a context where knowledge has become the main source of competitive advantage, understanding their economic impact means investigating how research, education, and technology transfer contribute to the creation of economic value at the local level. This thesis addresses the topic through an integrated approach that combines theoretical, methodological, and empirical perspectives. The first part systematically reconstructs the evolution of the concept of universities’ economic impact, highlighting its multidimensional nature and the interdependence among three main spheres: technology transfer, human capital, and local development. The second part proposes a methodological framework for impact measurement, based on the distinction between direct, indirect, and induced effects, and on the development of a taxonomy of indicators connecting the various dimensions of impact. Finally, the empirical section analyzes the system of Italian university spin-offs as a tangible manifestation of the link between universities and their territories, employing descriptive analyses and panel regression models to explore the relationships between the composition of entrepreneurial teams and their economic performance. Taken as a whole, the research advances a unified view of the university as a civic infrastructure that generates economic development through networks of cooperation and knowledge circulation. It demonstrates how the combination of quantitative and qualitative approaches can provide more robust tools to guide public policies and institutional strategies toward models of growth that are sustainable, inclusive, and evidence-based.

Le università rappresentano oggi attori centrali dei sistemi territoriali di innovazione e sviluppo, capaci di produrre effetti economici diretti e indiretti che vanno oltre la loro funzione educativa e scientifica. In un contesto in cui la conoscenza è divenuta la principale risorsa competitiva, comprenderne l’impatto economico significa indagare come la ricerca, la formazione e il trasferimento tecnologico contribuiscano alla creazione di valore economico sul territorio. La tesi affronta questo tema attraverso un percorso che integra prospettive teoriche, metodologiche ed empiriche. La prima parte ricostruisce in modo sistematico l’evoluzione del concetto di impatto economico universitario, evidenziandone la natura multidimensionale e l’interdipendenza tra tre sfere principali: trasferimento tecnologico, capitale umano e sviluppo locale. La seconda parte propone un quadro metodologico per la misurazione dell’impatto, fondato sulla distinzione tra effetti diretti, indiretti e indotti e sulla costruzione di una tassonomia di indicatori capace di collegare le diverse dimensioni di impatto. Infine, la parte empirica analizza il sistema degli spin-off universitari italiani come manifestazione tangibile del legame tra università e territorio, utilizzando analisi descrittive e modelli di regressione panel per esplorare le relazioni tra composizione dei team imprenditoriali e performance economiche. Nel suo insieme, la ricerca propone una visione unitaria dell’università come infrastruttura civica che genera sviluppo economico attraverso reti di cooperazione e circolazione della conoscenza. Essa mostra come la combinazione di approcci quantitativi e qualitativi possa fornire strumenti più solidi per orientare le politiche pubbliche e le strategie istituzionali verso modelli di crescita sostenibile, inclusiva e basata sull’evidenza.
