The explorative research aims at the comprehension of how the tension between devolution/decentralization and re-centralization in Eco-tourism policies in Global South countries (CBNRM Community-based Natural Resource Management) affects hosting communities. These policies managed to impose a process of tourism development on local communities, whereas the materialization of long-term benefits for communities is struggling to materialize. On the contrary, benefits are being intercepted by central governments (accumulation and re-centralization). Simultaneously, communities’ experience is tensed towards self-determination and sovereignty aspirational values, and such experience finds expression in the instances of trans-local and trans-national indigenous and peasants’ movements and organizations, such as those fighting in Ngorongoro, the trans-national grass-root movement “La Via Campesina”, or those advocated by Survival International NGO . This study takes into account these perspectives to see how they change the developmental narrative of Ecotourism, to create a new one. The second research objective is to inform and legitimize a new narrative of conservation and tourism informed by the perspective of indigenous people and local communities (IPLCs).

La ricerca esplorativa mira a comprendere come la tensione tra devoluzione/decentralizzazione e ricentralizzazione nelle politiche di ecoturismo nei Paesi del Sud globale (CBNRM Community-based Natural Resource Management) influisca sulle comunità ospitanti. Queste politiche sono riuscite a imporre un processo di sviluppo turistico alle comunità locali, mentre la materializzazione di benefici a lungo termine per le comunità fatica a concretizzarsi. Al contrario, i benefici vengono intercettati dai governi centrali (accumulo e ricentralizzazione). Contemporaneamente, l'esperienza delle comunità è tesa verso valori di autodeterminazione e di aspirazione alla sovranità, e tale esperienza trova espressione nelle istanze dei movimenti e delle organizzazioni indigene e contadine trans-locali e trans-nazionali, come quelle che lottano a Ngorongoro, il movimento trans-nazionale di base "La Via Campesina" o quelle sostenute da Survival International ONG. Abstract
