Collaborative Governance of Social and Health Services to the Test of COVID-19. The Case of Trieste Microaree Habitat Program

This article analyzes the ability to trigger transformative preparedness processes of territorial social-health services organized according to the collaborative governance model. It examines the case study of the Microaree Habitat program in Trieste in light of three analytical dimensions: participant agency, institutions and territory. It also highlights how collaborative governance mechanisms have made the social and health services involved in the Microaree program better prepared to shelter the most fragile people from the clinical and social risks of the COVID-19 pandemic. The program has effectively reduced the negative consequences of social isolation, guaranteeing people in quarantine access to primary goods of people in quarantine, information regarding preventive measures and vaccines, home healthcare services and activities of socialization, as well as preventing ed the explosion of pandemic outbreaks.
